Haley Necaise Broom has served as an Assistant District Attorney for the Second Circuit Court District of Mississippi since February 2021. In this role, she primarily prosecutes sex crimes, major violent crimes, domestic violence offenses, and drug trafficking cases. Additionally, Haley has provided training to local law enforcement agencies, as well as to agents from the Mississippi Bureau of Investigations (MBI) and the Federal Bureau of Investigations (FBI) on topics such as courtroom testimony, legislative updates, civil forfeitures, and/or the investigation and prosecution of child sex crimes.

Haley is an active member of several professional organizations, including the Mississippi Prosecutor’s Association, Harrison County’s Multi-Disciplinary Team, the Mississippi Bar’s Unauthorized Practice of Law Standing Committee, and the Facilities and Governance Committee for the Gulf Coast Family Justice Center. She has completed specialized programs such as the Child First Mississippi: Interviewing Children and Preparing for Court course, Domestic Violence Strangulation training from the Training Institute of Strangulation Prevention, and the Advanced Course on Strangulation Prevention, sponsored by Alliance for HOPE International.

A proud graduate of the University of Southern Mississippi, Haley earned her undergraduate degree cum laude in 2002. She then went on to the University of Mississippi School of Law, graduating cum laude in 2005. Before joining the District Attorney’s office, she worked at Dukes, Dukes, Keating & Faneca, P.A., starting in 2005 and becoming an equity partner in 2012. Her legal practice focused on areas such as general civil litigation, general liability defense, civil rights and employment defense, law enforcement and correctional facility defense, employment and labor law, family law, wills and estates, airport and aviation law, and insurance defense. During this time, Haley had the privilege of representing numerous governmental entities and officials, including former Harrison County Sheriffs George Payne, Jr. and Melvin Brisolara, Hancock County Sheriff Ricky Adam, the Harrison County Emergency Communications Commission, and the Gulfport-Regional Airport Authority.

Haley has also contributed to the community by serving on several boards, including the University of Southern Mississippi Foundation Board, Lynn Meadows Discovery Center, Harrison County Republican Women, Harrison County Republican Club, Mississippi Center for Legal Services, and the Kiwanis Club of Gulfport.

Her professional accomplishments have been widely recognized. Haley has been named a “Rising Star” by Super Lawyers Magazine, recognized as one of “Mississippi’s 50 Leading Business Women” by Mississippi Business Journal, and honored as Kiwanian of the Year by the Gulfport Kiwanis Club. She has also been selected as one of the “Top Ten Business Leaders under 40” by the Sun Herald and the Journal of South Mississippi Business, and was chosen to participate in the Gulf Coast Business Council Master’s Leadership Program.

Haley is admitted to practice law in all Mississippi Courts, the United States District Courts for the Northern and Southern Districts of Mississippi, and the Supreme Court of the United States. She is an active member of the Mississippi and Harrison County Bar Associations.

Haley and her family are members of St. Ann’s Catholic Church in Lizana, MS.
